In international human rights law, impunity refers to the failure to bring perpetrators of human rights violations to justice and, as such, itself constitutes a denial of the victims' right to justice and redress.  Around the world, but particularly in countries where there have been mass crimes against civilians by the state or armed forces of a country, many human rights defenders work against impunity and for the rights of victims.  The lack of accountability for attacks on HRDs is one of the biggest challenges facing the international human rights movement.
