Summonses to appear for questioning before police or the prosecutor can certainly be legitimate in many cases, for example in connection to an inquiry into events about which a HRD may have information. However, questioning is also used as a means to intimidate human rights defenders in relation to their legitimate work, by sending the message that an investigation may be opened against them.

How could a voluntary witness who happened to be at the scene become an 'accused' person? This is something that only happens authoritarian police states, such as Egypt.
