The publication of the report by United Nations Special Rapporteur on Human Rights Defenders, Ms Margaret Sekaggya, following the mandate holder's first ever visit to Ireland,(indeed to any EU country) highlights the many positive steps taken by the Irish Government to contribute both domestically and internationally to the security and protection of human rights defenders at risk, while also highlighting gaps in the system which need to be addressed.

Today, United Nations Special Rapporteur Margaret Sekaggya launched her essential guide to the right to defend human rights,a key document aimed at supporting those who stand for our rights by increasing understanding of the UN Declaration on human rights defenders and awareness on the dangers they face.“It is not easy being a human rights defender; in too many countries it is dangerous, plain dangerous.” She said.

GENEVA – “It is not easy being a human rights defender; in too many countries it is dangerous, plain dangerous,” said United Nations Special Rapporteur Margaret Sekaggya launching her essential guide to the right to defend human rights*, a key document aimed at supporting those who stand for our rights by increasing understanding of the UN Declaration on human rights defenders and awareness on the dangers they face.

“Despite the efforts to implement the Declaration, human rights defenders continue to face numerous violations,” Ms. Sekaggya said.

After an 11 day mission in which she visited New Delhi, Bhubaneshwar (Orissa), Kolkata (West Bengal), Guwahati (Assam), Ahmedabad (Gujarat), Jammu and Srinagar (Jammu and Kashmir) the United Nations Special Rapporteur on the situation of human rights defenders found that "despite the aforementioned laws aimed at promoting and protecting human rights, I note widespread deficiencies in their full implementation at both central and state levels, adversely affecting the work and safety of human rights defenders".
