The Mandate of The Special Rapporteur on Extrajudicial, Summary or Arbitrary executions

The Special Rapporteur works to prevent violations of the right to life by seeking to put an end to extrajudicial, summary or arbitrary executions.

Extrajudicial executions are illegal executions carried out in the absence of a death sentence imposed by a court judgment.
Summary executions are executions carried out after legal proceedings, which do not meet international standards for fair trial, have been held.
Arbitrary executions are executions carried out at will without due regard to the law or legal procedure

Special Rapporteurs and Representatives work to promote the rights set out in the major international human rights instruments such as the ICCPR and the UDHR.

How to send a complaint to the Special Rapporteur

Complaints can be sent concerning any matter which falls within the mandate of the Special Rapporteur as described above.

There is no formal procedure for submitting a complaint to the Special Rapporteur. However the Special Rapporteur has developed a Model Questionnaire aimed at helping you to include all of the information relevant to your complaint which you may use if you wish.

For a copy of the Model Questionnaire of Special Rapporteur click on one of the following:

If you are concerned that an extrajudicial, summary or arbitrary execution is about to be carried out you should write “For Urgent Action” at the beginning of your complaint.

When completing your model questionnaire, you should remember that there is no requirement to exhaust domestic remedies if your complaint concerns a threat to life (for example a death threat, a fear that a summary execution may take place or a fear that a person may be deported to a country where they are at risk of execution). For more information see Exhaustion of Domestic Remedies and Multiple Applications.

All complaints should be sent to:
