Your Excellency,
I am deeply concerned following reports of death threats against members of human rights organisations Fedeagromisbol, Sembrar and ElPrograma de Desarrollo y Paz del Magdalena Medio, as well as priests from the region of Sur de Bolívar, received on 10 April 2008. These organisations promote mining and agricultural projects and support local communities in Sur de Bolívar.
On 10 April 2008, these organisations and priests received threatening emails that were signed by paramilitary group Las Águilas Negras, Bloque Norte de Colombia. The emails informed them that they had been put on a death list and that they were currently under surveillance by members of the Águilas Negras.
I have previously been in contact with you in relation to the arbitrary detention of Teofilo Manual Acuña, President of Fedeagromisbol, on 26 April 2007.
I believe that the threats against the members of Fedeagromisbol, Sembrar and El Programa de Desarrollo y Paz del Magdalena Medio, as well as priests from the region of Sur de Bolívar, are related to their legitimate work as human rights defenders. I am concerned for their physical and psychological integrity.
I urge the Irish Government to put pressure on the Colombian authorities to:
Carry out an immediate, thorough and impartial investigation into the threats made against the members of Fedeagromisbol, Sembrar and El Programa de Desarrollo y Paz del Magdalena Medio, as well as priests from the region of Sur de Bolívar;
Take action to guarantee the physical and psychological security and integrity of the members of Fedeagromisbol, Sembrar and El Programa de Desarrollo y Paz del Magdalena Medio, as well as priests from the region of Sur de Bolívar in accordance with the Protection Programme (Decree 2816/06) of the Ministry of the Interior and the Ministry of Justice of the Republic of Colombia;
Take action to put an end to all forms of intimidation against human rights defenders in Colombia and ensure that they are able to carry out their legitimate human rights activities, without fear of restrictions or reprisals, in accordance with the United Nations Declaration on Human Rights Defenders.
